The human cost was staggering. Eight police officers and two civilians were killed in the initial attack and subsequent chase. An additional National Security Committee official succumbed to wounds sustained during the assault, and three more police officers died from injuries sustained during the final shootout that captured Kulikbayev. In total, 10 people lay dead.
Investigators quickly moved to question their suspect. While in custody, Kulikbayev confessed to orchestrating the attack. He claimed his motivation stemmed from hatred of law enforcement. During interrogation, he made a chilling admission: he had killed an Uzbek prostitute the night before the police station attack. He was also wanted for a separate murder committed the weekend prior to July 18.
When pressed about the civilian deaths during his assault, Kulikbayev stated he had intended only to kill police officers, not civilians—a distinction that would hold little weight in court.
Authorities also arrested five additional suspects in connection with the attack, suggesting Kulikbayev did not act entirely alone. Police killed a sixth suspect during the investigation.
The attack sent shockwaves through Kazakhstan's security establishment. It occurred just one month after another major terrorist incident—the June 2016 Aktobe shootings, which had killed 25 people. Alarmed by the escalating violence, Kazakhstan raised its terror threat level to red, the highest possible alert status.
By November 2016, Kulikbayev faced justice in an Almaty court. He was convicted on charges of terrorism, murder, and attempted murder. The court sentenced him to death.
