LocationImlil, Atlas Mountains, Morocco

Louisa Vesterager Jespersen, a 24-year-old Danish woman, and Maren Ueland, a 28-year-old Norwegian, were found decapitated on December 17, 2018, near the village of Imlil in Morocco's Atlas Mountains. The bodies were discovered by French hikers near the victims' tent on a trail connecting Imlil to Mount Toubkal, North Africa's highest peak.

Moroccan authorities swiftly classified the murders as a terrorist act. Video evidence released on social media showed the attackers swearing allegiance to the Islamic State while committing the killings. In footage showing Jespersen's murder, the suspects shouted "enemies of Allah" and "revenge for our brothers in Hajin"—references to ISIS losses in Syria. A second video showed additional suspects pledging loyalty to ISIS. Both recordings were authenticated by Moroccan authorities and Norway's National Criminal Investigation Service.

Investigators determined that the perpetrators had camped approximately 600 meters from the victims' location. Initially, authorities suspected the crimes may have been sexually motivated, citing CCTV footage that appeared to show suspects following the women. However, the released videos and subsequent investigation revealed a targeted terrorist attack. The killers had come to the Imlil region specifically to target foreign tourists, selecting their victims randomly based on opportunity.

Moroccan police arrested 18 men in connection with the murders. Key suspect Abderrahmane Khayali was identified after his ID was found in the victims' tent. Four men were considered the primary perpetrators—those who traveled to Imlil with the explicit intent to kill foreigners. Additional arrests came in waves: nine men on December 21, 2018, followed by five more on December 24, 2018.

Prosecutors pursued the death penalty for three of the accused men, signaling the gravity with which Moroccan courts treated the crimes. The case drew international attention and sparked vigils in multiple cities. Memorial gatherings were held in Rabat at the Norwegian and Danish embassies, in Marrakesh, and in Imlil itself, as communities mourned the loss of two young women whose holiday adventure turned tragic.

The murders sent shockwaves through the international backpacking community and raised questions about security in popular tourist destinations across North Africa. The Atlas Mountains, including the trails around Mount Toubkal, had long been considered relatively safe for foreign trekkers. The attack underscored the reach of ISIS-inspired violence and its capacity to strike in unexpected locations.

For Denmark and Norway, the killings represented a stark reminder of the terrorist threat posed by extremist organizations far from their homelands. Both nations maintained close attention to the legal proceedings in Morocco as the case moved through the courts.
