German Podcast Exposes Massive White Tiger Cybercrime Network
NDR investigative series reveals how thousands are enslaved in Southeast Asian scam operations defrauding billions

The podcast series Menschenjagd — Im Netz von White Tiger from NDR reached number 1 on Germany's true crime charts in September 2024 and has garnered massive international attention. The eight-part investigative series by journalists Liesa Eickhoff and Marie-Louise Steinert exposes a Southeast Asian cybercrime network that has extorted billions and held thousands of people in slavery-like conditions for years.
White Tiger has operated primarily from Sihanoukville, Cambodia since around 2022, specializing in so-called "pig butchering" fraud. Victims are contacted via dating apps and social media, emotionally manipulated over weeks, and then coerced into fraudulent cryptocurrency investments.
But there is a darker side: The scammers themselves are often forced laborers, held captive under threats of violence in so-called "dark hotels" with armed guards, systematic torture, and a hierarchical system that turns people into money mules or fraud operatives.
The podcast series reveals these secrets and shows how the network generates revenues in the billions. Similar operations exist in Myanmar, Laos, and the Philippines.
The podcast documents direct connections to Cambodia's political elite. Senator Yim Tith has been identified as a key figure, and an arrest warrant was issued against him in October 2024. Former Prime Minister Hun Sen is also linked to protecting the network, despite his successor—current Prime Minister Hun Manet—promising to "completely eradicate cybercrime" in a speech on August 28, 2024.
The German LKA Niedersachsen began investigating in 2023 under the leadership of Hinrich Gilbert from ZIT and collaborates with Europol, the FBI, and Cambodian authorities. The international UNODC operation "Storm Makers" shut down over 200 casinos in Sihanoukville between 2022 and 2024 and freed 2,500 victims.
At the heart of the podcast lies the tragic story of Laura, a 27-year-old German woman who was kidnapped, tortured, and murdered in Cambodia in 2022. Her killer, Vietnamese national Nguyen from the White Tiger network, was executed in 2023. Another German survivor, Marius B., was repatriated to Germany in 2023—one of over 100 identified German victims.
The podcast combines interviews with victims, investigators, and those who have escaped the network. The personal stories and thorough investigative journalism make the series one of the most gripping true crime podcasts in the German media landscape.
Menschenjagd not only reached number 1 on Aral's true crime podcast charts for week 38/2024—the series also placed at number 3 on the overall list of all German podcasts. On Podcast.de, the series dominated the true crime category in September and October 2024.
The success stems from a combination of thorough investigative journalism, emotional depth, and the shocking timeliness of the subject. Europol described White Tiger in a press statement on October 10, 2024, as a "transnational business empire with hierarchy and forced labor"—a characterization that underscores the scale of the problem.
The podcast exposes not only the criminal structures but also the failures of state institutions and corrupt elites involved in organized crime. The series is available on NDR's website and all major podcast platforms and has done much to raise awareness about modern forms of slavery and human trafficking related to cybercrime.
